A decent polish should take off the water marks and shine them up a bit. Scratches may be a little harder to remove since they're on a polished aluminum surface, its not like paint where you can correct the surface by removing clearcoat.
I could bring a couple products with me to the meet and try to polish them for you.
I was thinking some polish and some very fine steel wool. Yeah if you could bring those with to the meet that would be awesome. Note to self though don't use black magic spray detailed on the strut bar, pretty much ruined the finish
I got my cusco strut bar at a local polishing shop in El Monte CA for $10 and it looks brand new. I tried to use the metal polishing compound but it did work. I also tried the mother's metal polish too.
