Exhaust or Intake?
I'm looking to buy one of these. Which would be a better choice to go with? Could you hear an intake on a tsx from outside the car at all? Brand suggestions?

I would go intake first. There are several brands...Injen, AEM, K&N, etc. Just do a search for them.

Pending on what intake you get, then yes you can hear it from the outside. If you want a loud intake, I would suggest Injen or k&n. I'm sure there's more out there but those are the only ones I can think of right now. Though, it won't be as noticeable as the exhaust.

Performance --> Intake.
Look --> Exhaust.
Or
Lower Noise --> Intake.
Loud Noise --> Exhaust.
edit: OH! and.. you can control the noise of Intakes, not exhaust.

I just recently got the injen intake and it sounds great .. pretty loud once you get into about 4000 rpms .. but not when noticeable cruising

Intake. I'm running the INJEN and it sounds like a beast even at 3000rpm. Then it comes ALIVE at 6000rpm - redline.
Very noticeable from inside and outside of the car.
Exhaust is over priced for just the "sound" and "muffler" look IMO. Get it later on!

If you after performance i would say go for intake like the others suggested. Looks go for exhaust. As for brand, depends how much you want to spend to be honest. You can just drop a k&n filter n remove resonator to give you the sound. decent priced are options such as AEM, Weapon R etc which get you the gains and sound . And if you have tons of cash sitting at home rotting u get get some mugen or j's racing or spoon bling that IMO just do the same as the average CAI.
