Yes and it's very normal. Engine running colder means more gas consumption. On very cold days(Canadian weather), the engine can never reach its optimum temperature and always consumes extra fuel.

Cold weather also makes the engine oil very thick causing the car to not run so smoothly and effeciently.

Morning and evening cold starts are a major cause of engine damage and extra gas consumption. They're also the leading cause of battery failure.

Other than "NOT DRIVING", I'm afraid there's not much you can do about it!

Using a good synthetic oil like Mobil 1(5W30) or even (0W20) can help reduce the wear in your engine and possibly provide better gas mileage.

That seems like the best answer but I read somewhere that sometimes colder is better because when you are at the gas pump, the gas is denser so more of it can be pumped into the gas tank.

there is a phenomenon called "winter gas". Somehow gasoline companies change their formulaes to make gas different in the winter. Im not sure how to describe it. Maybe you can look it up on google
