Yes and it's very normal. Engine running colder means more gas consumption. On very cold days(Canadian weather), the engine can never reach its optimum temperature and always consumes extra fuel.
Cold weather also makes the engine oil very thick causing the car to not run so smoothly and effeciently.
Morning and evening cold starts are a major cause of engine damage and extra gas consumption. They're also the leading cause of battery failure.
Other than "NOT DRIVING", I'm afraid there's not much you can do about it!
Using a good synthetic oil like Mobil 1(5W30) or even (0W20) can help reduce the wear in your engine and possibly provide better gas mileage.
