When i first started driving my TSX around i got really poor mileage as well. Probably a combination of spirited driving, too many stoplights, and part of the break in period? Don't really know the technical reason for your mileage, but i know i was in the 15's early on and now i'm at about 19.4
What kind of driving do you do? I'm not in a "city" like really short blocks, but i realized that i hit at least 3 lights on my way to school each day and 3 on the way back. So i'm stopped as much as in motion. "city"/"highway" can be decieving.

what percentage of your driving is empty free flow freeway (65mph +) how much of it is city (stop lights, stop signs, under 50mph) and how much is stop and go traffic (under 20mph)? that'll give you a clearer picture of why the gas mileage is so bad. personally i bought mine new, and never hit below 22 mpg, 100% city driving, no freeway or anything else.
the best i got was about 95% freeway, driving 450 miles off one tank. dunno the mpg, but i believe it was around the 32 mark.

give it 2k miles, then your mpg will start to level out after breaking in.

My car has 1900 miles and I'm getting anywhere from 18mpg to 21mpg, depends on how much I drive in the city or highway. I usually only drive in the city (no heavy traffic but lots of traffic lights and low speed). Overall I think the average has been 20mpg which is what the sticker said for city driving. Not too bad but I expect it to improve a little after I put more miles on it.

Short haul driving (less than 5 miles) is the absolute worst for milage. The engine never gets warm and so it's running on the rich side. Add stop and go to the mix and your milage is going to suck no matter what you do. When you have a lot of stop and go, you burn gas to get your car up to speed and then you throw it all away in the brakes when you stop. Can't get no worse than that! Next, cold weather hurts, because it takes the engine even longer to warm up and it spends even more time in the rich mixture mode. And finally, there is oxygenated gas(ethanol or MTBE or what have you). They put in more in the winter to help pollution but when your oxygen sensor sees that extra O2, it just makes the mixture richer to compensate and down goes your milage. Just have to wait till spring. I was in Wisconsin one winter day so I asked one of the locals what they did in the summer around there. The reply "If it comes on the 4th of July, we go fishing" hahaha just kidding.

I'm up in Wisconsin too. My TSX has about 30K miles and in city driving I seem to average about 22 MPG. Have you been letting your car idle at a standstill warm up? That might also drive the mileage down if you're doing it for a long time and very frequently.
Regarding fuel, I've been using Shell gas pretty much exclusively up here. The Shell stations I go to do NOT use gas with ethanol, and I try as much as possible to avoid putting gas with ethanol in the car (it can be hard to find stations in Wisconsin that don't have ethanol added.)
On the highways I average about 28MPG. The best mileage I ever got was just recently traveling south through Illinois with a tailwind. I actually got 35MPG on that trip, pretty nice.

take your tsx for a nice drive on a highway. I do alot of highway driving but at time I am on a highway that has traffic lights, and conjestion. My gas mileage averages 32-33MPG. My best was 42.8 and my worst was 28.3. I am a conservative driver in my 6speed.
