The way I see it, if you help someone by answering a question, or if you agree with what someone is posting, or if you are in the holiday spirit, you can +rep someone with the icon at the bottom of the screen. I think its just for show, just like post counts, for how much info a person has given out over time.
Please correct me if I am wrong!

This is off topic...but to answer your question...
Technically, the people who programmed/made the software that the board runs on, probably wanted a method for which the community can say who is contributing (helpful) information. You can either say you agree with the person or disagree.
From what I observe, this community uses it for just about anything. Negative rep out of spite for someone, or positive rep for showing nice pictures of their cars (ie: spending alot of money on your ride). I've seen some people give positive rep. for someone who provides a link to an obscure picture. It does not reflect the technical knowledge of the contributor...but rather their popularity or ability to persuade the community to agreeing to their side.
The only useful thing about it is to see who the bad apples are. Someone who constantly provides misinformation, for example, will get a negative rep. really fast...

Sometimes it only shows the amount of contribution to the site regardless if it's positive or negative! If someone is very active, they seem to have more!
Personally, I don't care for much of the rep system. I'd rather have someone tell me straight up if I give them good information or not. I mean, I do appreciate the reps, but I don't think we need a rep system to disclose that!  There's a certain amount of reps that need to be distributed before you are able to rep the same person which I find a bit weird and that's where I find the system irrelevant.

And for the record, as much as I joke around here from time to time, I do say things that are relevant to this site! I may not know a lot about cars, but I do like to give my honest opinions and advice! I try to help as much as I can with what limited knowledge I have of cars!
