Low Fuel Range Indicator How Accurate ?

My fuel guage nears the 'E' and the low fuel message comes on.
I've taken it to where the range says I have 10K range left. When I fill up I can only fill 55 litres of fuel before it's full. Specs says the tank can hold 65 Litres.
So how accurate is the range message ?

I've only had my 2006 TSX for a month now so is this normal ?
Do I really have 10L of fuel left in the tank when the guage is on Empty ?

Thanks,
John.
