To answer your question, there is not one all-season tire that will out handle a tire engineered and designed for snow and ice. In a nutshell, a better all-season radial will be semi decent in snow and icy conditions while the tread depth is near 100%. However, keep in mind that the traction on snow and ice will progressively deteriorate as the mileage on the tires piles up.
I would suggest that she invest into a mediocre set of both winter and all-season/summer performance tires. This isn't really a department you should cheap out on. The investment is well worth it, and she can rest assured that she will not be disappointed in the money spent on the winter set. I haven't heard of one person to-date complain about how they spent $500 - 600 on winter tires. Particularly after they got out of a couple of potential accidents had it not been for the improved grip on the roads in the winter months.
