I am no car expert.
Driving a stock CL9.
1. When I open the hood, I see a black bar horizontally connected to 2 screws on top of the shocks. Not sure if it's named = tower bar.
2. Then I look underneath the engine, I see another black bar. Don't know if the stock TSX already equipped with a sway bar? Is that a sway bar btw?

1 - Yes, the one located in the engine bay is the tower/strut bar. I personally don't think it does much considering it seems more like a mounting structure for the bits and components that were required on the CL9, it's quite different on the CL7.

2 - Yes, all cars come standard with sway/stabilizer bars. It's the basic principal of vehicle handling.
