Can ice formed on car cause scratches/paint damage ?
Say if I use a towel to wipe across body surface that is covered with ice/snow.

I think it can - some of those ice crystals can be pretty jagged. As the temp drops to well below freezing, I bet they can get pretty hard too. I use a brush to avoid putting too much downward pressure.

thats a big yes. Anything hard dragged against the paint will scratch it. It's best to leave it on and let it melt off on it's own.
Mine was frozen over one day. I scrapped the windows clean then left the car alone. Althouhg some broke and I was able to lift it right off, the rest was left on and it melted off then came off by itself.
In the second picture you can see where I was able to lift some off.
