Im too Poor to buy Rim's....and Its not exactly the honda wheel, im getting some Emblems custom made for the Steering Wheel, radio and Sideskirts...so that I dont need to actually replace them...

I wouldn't run wig-wag flashers/strobes on where the fog/driving lights are. They're too low and serve not much purpose day/night especially when your HIDs are on. Some of the ideal locations to run concealed lighting on this car with maximum visibility would be;
- Behind front grille, strobes or LEDs work best.
- High beam housing, drill low or close to middle. The magnified housing extends the light dispersion angles and projection.
- Rear reverse lights, same deal as the front. 2 white strobes for maximum visibility.
- Interior above headrest, roof mounted if you want the colors for the back as well.
I find that mounting too low or at the wrong spots where people don't check their mirrors or hear sirens serve minimal purpose unless you need to manually yelp them to move over. It can prove hazardous as well when moving at high speeds when people don't spot you coming up fast and you need to hard brake to not ram into them.
Having any competent auto electrician rewire your high beams with a repeater switch/movement is also another option. Much more cheaper and practical to replace halogen bulbs than strobe/LEDs when they're hard to remove/reinstall when initially drilled in and fixed into position.
And nah, I'm not a Fireman. But I do use emergency lighting frequently as well. :jester:

Im gonna pretend I didnt hear that last part lol... I looked into WigWag Flashers for the Brights, but Wheelen, Gall's and a couple of other places all said it couldn't be done...so I figured I could probably rig something easier with the fogs...but you do have a good point.. Im already planning on strobing the back taillights...just figured id do some more performance parts first
BTW, plenty of people who serve the public uses emergency lighting. Not just Firemen I'm sure. ;)
The other thing you need to consider about hard wiring and drilling is moisture/dew. If there is no proper insulation or protection around, it'd be a headache and not become a warranty covered issue.
I personally don't like strobes, they don't last long enough. Replacement parts are expensive and a big PITA. LEDs would be an ideal choice, they do cost much more compared to halogen or strobes but the return lifetime, usage, light output, power consumption absolutely vantages all.
I've seen some of my colleagues running their lights without the engine running until the battery runs flat when using halogens or strobes. But no one with LEDs has yet to complain of such. That is important especially when fuel is expensive these days, you wouldn't want to be attending a scene and risk your car getting stolen, broken-into or simply cannot move away from the location because of that.
