Leaking flex pipe. Leave it or replace it?

I noticed a humming sound from my 06 TSX that sounded like an exhaust leak. When I looked under the car after a cold start, I noticed steam coming out from the wire mesh portion of the flex pipe. It's not too bad and the noise isn't that loud. Will it get worse? Is it affecting gas mileage?

While I have plenty of tools and some mechanical experience, I've never worked on cars before. Also, the bolts that attach the flex pipe to the cat are super rusted. I'm worried that if I used an impact wrench and an air hammer, it would be like a bull in a china shop.

So here are the options:
Leave it
Try to replace the flex pipe myself
Have my friend who's a welder replace just the wire mesh portion of the pipe
Bring it to a shop to get fixed

What should I do?

Get a new flex pipe welded in.
