2006 tsx will not crank clicking sound from the relays under pass dash

i changed out the starter as well as the fuses that are clicking also there is one fuse clicking in the under hood fuse box pretty much there is no power going to the starter please help

battery is fully charged
already swapped out the main relay

Yes I have it's the two relays under that side If I unplug them it stops also the one relay under the hood still can't get the car to start
Try boosting it from another (running) car. My bet is that there isn't enough cold cranking amps available from the battery to turn the starter/flywheel.
Whenever a battery is basically dead, I've experienced a clicking under the dask area, often with a working radio/lights, but NO sound from the starter. Swap the battery and voila she fires up.
Attempting to start it from a booster cable connection should rule this out. Let it sit, connected to the running vehicle, for about 3-4 minutes, then try turning it over.
Problem solved my clutch sensor went out
