I have a 2009 TSX with 75K miles. My rear pads are wearing out after 25K of mostly HW driving. These are the 'new' pads issued by Honda after the service bulletin and subsequent $150 credit. Any ideas? Dealer says fronts (original) still have 7+mm of pad left.

Your going to have to buy a diffrent set of pads...
Look into some deceent replacements

hawk
akebono
ebc
stoptech
even autozones c-max golds ( carbon metalic ) pads are getting great reviews for a minimal price...

The oem pad design and brake functionality of the tsx are an odd combination and tend to wear the rear pads quicker ( hence the tsb and credit )all the good things about the car it had to have atleast 1 flaw :)
