1. The shorter H techs are the ones for the front struts, correct?

2. Is there a difference between the front two struts? I know there's a "left" and "right" for the front, but does it actually matter - if so, why?

1) they should be labeled front/rear. Or just look at your OEM spring and compare it to the H techs and pick the one that fits.

2) Left/Right cause sometimes there are brake line tabs and other mounting tabs that are side specific. Put the wrong one on the wrong side and you'll notice your mounting points are in the wrong spots. Again, just match it to your OEM one.
