From my understanding, HID kits made to replace halogen headlamps are not DOT certified... thus illegal to install on your car if you plan on driving it on the street. In fact, you'd be hard-pressed to find any places selling them anymore.

HID kits are still everywhere in canada, not just turner shopts but ur local
napa, lordco type shops.
and yes u are right hid kits are not leagle for non hid cars, because of the
DOT/SAE regulations on the housing. but like u said, ppl go faster than
speed limit.
