HID Low Beam Issues

Does anyone know what may be wrong with my DS low beam on my 2010 TSX if it turns on as blue and within seconds turns amber and then off? When I called the dealership they told me it could be a plethora of issues. When I asked them to list them for me they didn't and told me that they would have to charge me to do a diagnostic. I was told that a HID bulb replacement would cost $350 - $650 if it was just the bulb. I'm not sure what to do. Does anyone have any suggestions? I will be getting my hood repained and they will most likely have to remove the bumper which may save me a ton of $ if I have the paint shop do it. I just don't want to run into any issues later that may be electrical or have to have them go back in and remove the bumper again. Please... any suggestions are welcome!
