from my knowledge the modulo grill only fits the modulo bumper lol

it could fit over bumpers, i really have no idea, but that picture you've posted, it looks like its mounted on a normal 04-05 bumper.

The picture above is an illustration, not a photo. I don't think they ever made grilles like that for non-modulo bumpers.
