Thanks... its the OEM cover, I removed the vtec sticker, shaved it, then sprayed it satin black.

It's actually called a strut bar (sway bars typically go underneath the car).

With the Cusco, you don't remove the stock bar. It fits around it and mounts on the strut towers. IIRC, the only bar that requires you to remove the stock bar is the Comptech one, and they don't make it anymore.
