Trying to replace steering wheel controls

How do I remove the airbag....safely? I need to get the controls out to replace them. I have the factory service manual and I found where it talks about testing the airbags and how to unplug the harness and removing the controls and such but didn't see where it shows how to remove the actual airbag steering wheel center section
