Im a little confused on what Im lookin at here. That appears "Milky"? Does that wipe away? Whats the actual radiator cap look like? What do the radiator fins look like? How many miles on the car?

 

Yes, I've had experience with a similar issue. The top (it's a one piece that includes the inlet portion) had a crack in it so i took it to a radiator shop. They removed the top, did a chemical clean of the core (OEM) and put a new top on it.

One hundred thousand miles later it's still running strong. Find a good radiator shop and they should be able to fix that for you.

 

And run OEM honda coolant, that is VERY important.
